Sosa crashed in the closing kilometres of Sunday’s race and was taken to hospital for assessment immediately afterwards.
Team Doctor Richard Usher revealed the 22 year old will undergo surgery on the injury on Monday.
Usher said: “Ivan has lost a lot of skins and he injured his right elbow as well as his left thumb in the crash. After the race he went to the hospital and had an x-ray.
“His elbow is fine, but he has a small fracture at the base of his thumb, which requires an operation on Monday.”
Leonardo Basso will replace Sosa in the Team INEOS lineup at Tour Colombia, travelling from Argentina where he competed in the Vuelta a San Juan with the Italian National Team.
